GCC Anti-Dumping Duties on Chinese Sockets — Whitelist 12.2% vs 42%

Guanglong Electric Technical Team · Updated 2026-10-20

Since August 2024, plugs, sockets and switches imported from China into the Gulf carry anti-dumping duties — and the rate depends entirely on who makes them: whitelisted factories pay 12.2%, factories outside the list pay 42%. Guanglong Electric is on the GCC whitelist. More than three times the tax on an identical container. This guide explains the two rates, why the list is short, and how to check any supplier before you order.

1. What Happened: GCC Anti-Dumping on Chinese Electricals

  • 2023: the GCC opened an anti-dumping investigation into certain electrical connectors, switches, sockets and plugs (up to 1000 V) imported from China.
  • August 2024: definitive anti-dumping duties took effect at GCC level.
  • 2025: member states implemented them one by one — for example, Qatar from April 2025.
  • Scope: the products in this category — plugs, sockets, switches and connectors rated up to 1000 V.

If you buy extension sockets or adapters from China for the Gulf, the duty applies to your goods. The only question is: who makes them — and is that factory on the list.

2. Two Rates, Same Products: 42% vs 12.2%

When the investigation opened, each Chinese producer had a choice: cooperate with the authorities or not. That choice is now frozen into two rates:

Factory status Anti-dumping rate
On the whitelist (cooperated, verified — including Guanglong) 12.2%
Outside the list 42%

The duty is collected from the importer of record at destination. Same product, same container, same port: the duty alone is more than three times higher when the factory is not on the list. Your supplier's whitelist status is not a detail — it is one of the biggest line items in your landed cost.

3. Why Most Factories Are Not on the List

Getting on it was voluntary and demanding: respond to the investigation, submit years of production and export records, accept government verification. Many factories never did — nothing to submit, no compliance process, or no understanding of what was at stake.

The result: the list of whitelisted Chinese producers is short. Most of your alternative quotations are priced on goods that will enter the Gulf at 42% — whether the seller mentions it or not.

4. The Whitelist Tells You More Than Tax

The list is a third-party screening that most suppliers can never pass:

  • Real export history. Cooperation required years of verifiable production and export data. A whitelisted factory is a factory that has actually shipped, at volume, for years.
  • An open door. Opening records to government verification is something a trading company or a workshop cannot do — the records either exist or they do not.
  • Compliance as a habit. Certification (G-Mark, SASO), model-level documentation, and anti-dumping cooperation all run on the same internal system.

Since 1989 we have shipped to 40+ countries, and the whitelist is the clearest external proof of what that history is worth to a Gulf buyer.

5. How to Check Before You Order

  1. Ask the supplier to state their applicable anti-dumping duty rate in writing — 12.2% or 42% — and put it in the quotation.
  2. Check the whitelist published in the GCC and member-state official announcements against the factory's legal name.
  3. Confirm certification and origin match — G-Mark / SASO certificates and origin documents should come from the whitelisted entity.
  4. Treat silence as a red flag. A factory that hides the duty question is quoting you a cost you will pay for at customs.

Frequently Asked Questions

What are the GCC anti-dumping duties on Chinese sockets?

Definitive anti-dumping duties on certain electrical connectors, switches, sockets and plugs (up to 1000 V) from China, in force at GCC level since August 2024 and implemented by member states from 2025 (for example, Qatar from April 2025). Whitelisted factories pay 12.2%; factories outside the list pay 42%.

What is Guanglong's applicable rate?

12.2%. Guanglong is on the GCC whitelist, and the rate is stated in writing in our formal quotation.

Do all Chinese factories pay 12.2%?

No. Only whitelisted factories pay 12.2%. Factories outside the list pay 42% — more than three times as much, on identical products.

Who pays the anti-dumping duty — the factory or the importer?

The importer of record at destination pays it. That is why your factory's whitelist status changes your landed cost directly, even though the duty is collected at customs.

Does the duty still apply to certified products?

Yes. Certification (G-Mark, SASO) and anti-dumping duty are separate requirements. Whitelisted factories ship fully certified products at 12.2% — both boxes need to be ticked.

How can I confirm Guanglong's whitelist status?

Ask us to state the 12.2% rate in writing — it appears in our formal quotation — and verify the factory name against the official announcements. Contact us and we will provide both.
